Portion cups are the single most commonly mis-ordered item in a restaurant supply order, and it is almost always the lids. Cups and lids are sold separately and are sized to match one-to-one — a 2 oz lid fits a 2 oz cup and nothing else. The 3.25 oz cup shares the 4 oz lid, which is the one useful exception and the one most people don't know.
For sizing: 1 oz is a single dip of ketchup, hot sauce or chutney. 2 oz is the volume most kitchens actually want for a standard side of sauce, and it is the size to buy first if you are only buying one. 3.25 oz and 4 oz are for dressings, raita, chutney portions on a thali, and anything a customer pours rather than dips.
A case of 2,500 sounds like a lot until you realise a single busy takeout night can move 200. At 2,500 per case, the 1 oz cup is one of the lowest-cost items you stock — this is the wrong item to try to economise on, and running out mid-service is far more expensive than the case.

Not necessarily. If sauce goes inside a sealed meal box, an unlidded cup is fine and saves you the lid cost entirely. Lids matter when the cup travels loose in a bag, when the sauce is thin, or when a delivery driver is going to tip the bag.
A common setup that works: lidded 2 oz cups for anything leaving the building, unlidded 1 oz cups for dine-in and for sauces that sit inside a closed container.
